PayPal transfer has been processed successfully but not appearing on my account

PayPal indicated that the transfer has been processed successfully to my bank but upon checking my account it didn't appear.

 

I also checked with the bank and they said nothing went through.

 

What should be the next step since PayPal's chat support is not responding, even their FB page? Can I do anything legally? I'm paying chargers and a lower currency rate.
