PayPal took my money twice!

Hello, So a week ago I bought a laptop on eBay for 1116 pounds. For whatever reason the payment wasn't taken from my bank but my PayPal balance went negative to -1116 pounds. I wasn't comfortable with it being negative so I decided to withdraw 1116 from my bank account to put my PayPal back to 0. After a few days my account was back to 0. Sadly on Tuesday PayPal still attempted to take 1116 from my bank account which put it into minus!! To sum up the issue, I have paid twice for the same product. PayPal were happy to restore my balance when I transfered from my bank account and then took from my bank account after that aswell! Hope this makes sense!

If you have failed bank transfer then Paypal automatically keep trying to access those funds to clear your negative balance.
They have already fronted the payment to the seller on your behalf and so want the money owed.

If you sent a bank transfer to your Paypal account and Paypal also automatically applied for the funds as well then you would have 2 payments processing to your paypal balance.
The first one to arrive will clear the negative balance and the second one will be credited as a + to your balance and you can withdraw it back to your balance once cleared.
