PayPal balance

I noticed that some countries do not have the option to use PayPal balance after receiving some cash. Now I have a balance but I am unable to get it transferred to my bank account or send it to another PayPal account. Anyone to help?

You need to add a credit visa card in your country to allow the auto withdrawal of your funds.
