PayPal Balance Discrepancy

My dashboard says I have $10.00 in my PayPal balance, but when I go to try to pay someone with my PayPal balance, it doesn't allow me to bcuz the payment screen says I have $0.00 in my balance. I've used Chrome, Explorer & Firefox browsers on a Dell desktop in Louisiana. Can anyone explain why this is & how I can fix it?
