PAYMENT STILL ON HOLD for 21 DAYS AFTER Delivery

why is my transaction not eligible for released before 21 days after I have shipped , uploaded tracking from UPS and the goods has been delivered. The buyer has even called paypal and requested the payment to be released, yet Paypal is saying that I still need to wait 21 days WHY?!?

They state you may be eligible for early release of funds, they don't guarantee it.

What is the point/reasoning of paypal still holding the money for 21 days? The goods has been delivered on top of that the buyer called in and requested paypal to release the funds to me because they were satisfied with the goods. This is just bad business practice by Paypal the amount is over $3000 and I have suppliers that I need to pay I cant wait freaking 21 days.

@sharpiemarker these were all the ways to get money release early and I have done one of those already yet my money is still on hold

I received a payment yesterday but still it is showing as Funds on hold for 21 days. How to receive this payment.
