Congratulation on opening your new PayPal account. I understand that you are unable to receive money on your account at the moment. Incase you are unable to access your funds it can possible be because PayPal is placing a temporary hold on funds as a security measure for new accounts before allowing full access to your money.
You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page to get help with your issue. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
