My personal account will not accept payments from any device.

My personal account will not currently accept payments no matter the device I'm on. The rejected payment attempts are from multiple people who have successfully paid me multiple times in the past. PayPal has said "Nothing wrong. You should be receiving payments". Credit card is confirmed.  Bank says nothing wrong with my account. So far, PayPal has done little to help.  Asking the people who want to send money to me is not remotely logical.  Where is the real technical support?
