My payments wont work anymore

I mainly use Paypal for phone recharge and I've been doing it for years now. I got a new card 2 months ago and it won't work. I have this error "we're unable to process your payment". The card works well online and my bank isn't stopping PayPal. I also can't add money to my Balance because my bank won't allow to send to Germany. So how do I fix this?
