EU purchases impossible for small sellers to fulfill -- NEED EU block

The EU has followed up its VAT charge regulations from 2020 with much more severe regulations taking effect December 13 2024.

These regs, called the The General Product Safety Regulation (GPSR),  place so many restrictions on shipping good into the EU that I will no longer be able to ship there.

So, how do I keep people in EU countries from buying from me, assuming they don't see my terms and warnings I'm about to put all over my webstore?

Paypal handles this in a very unhelpful binary way -- you either accept payments from the USA only, or you accept payments from the entire world, no exceptions.  That is just not going to work.

So what happens if a customer orders from me anyway?  I have to refund and paypal will keep the fee.  So I am out of pocket for the customer's stupidity.  Of course paypal is in it for the fees, and that's it, so they are not inclined to work this out.
