My account won't let me withdraw my balance

My account won't let me withdraw my PayPal balance to my bank cards. It comes up saying error occurred

Often best to withdraw to a bank account as cards can be glitchy.

However ....

are you using a debit card?

is it confirmed?

does the billing address of the card match the address on your paypal account?
