Montenegro receive

Hello, I was wondering when will users from Montenegro be able to 'receive' funds via Paypal account. Central bank of Montenegro stated that there are no legal obstacles for that. I want to use my paypal for my online business but I am not able to beacuse I cannot  receive payments
