Mercari Platform get declined from Paypal

I tried to buy on Mercari Platform an item. 

But after I logged into Paypal I get decline ?

Mercari is a selling platform in the US. 

Why decline Paypal the Card/account verification for Mercari?

Where do Mercari prepaid labels ship to?

Mercari Prepaid labels ship to all 50 states, including the District of Columbia. Currently Mercari prepaid labels don’t ship to APO or FPO addresses.
