Lost money due refund

Hello, I ordered a product that cost €698.94, in the pay pal payment history, $726.71 was paid to the seller. Five days later, the seller canceled the order himself and refunded $726.71, but only €661.38 returned to my account. Due to the currency exchange, I lost 37.56€, although I was not informed about this in advance !!! I did not receive the product and part of the money. The funniest thing is that after announcing the refund (I waited two more days for the money to my bank account), the same minute the seller again offered to buy the same product!!! The reason for the cancellation was that the products were out of stock, but the same minute they offered to buy the same product again. How can I recover my currency exchange costs from a scamer seller? Thank you

If a payment is refunded, we apply the rate at the time of the refund.

The conversion rate at the time of the refund may differ from the conversion rate on the original payment. For this reason, the refunded amount may not be the same as the original payment amount.

It's ridiculous, the dollar/euro exchange rate has only changed one cent in five days. Besides, I didn't cancel the order, but the seller canceled the order, so I lost money. Problem not solved

I don't really care if you think its solved or not, I just gave up my time to try and help you.

However its not just currency conversion is it if you bother to read the FEES section.
