Instant Gaming: Paypal balance not available as payment without Bank account

I want to buy games over Instant Gaming but I cannot use my Paypal balance to pay because I am asked to connect an Bank account. Is there any reason for this? If I buy something directly over Steam for example I am able to buy  stuff with my balance.

There are multiple reasons why a payment method may not be available for a payment when it is still active in your wallet. One is the security system, which evaluates any risk associated and only allows certain payment methods, in order to help mitigate the risk. 

I guess virtual / digital transactions would qualify as 'risky' in Paypals view as they are at high risk for disputes.
