I have a transaction that has been completed but does not have the issue refund button available

I have a transaction that I need to refund but there is no Issue Refund available. As far as I can tell, the transaction was completed. I cannot figure out how to issue a refund. This has not happened before

Did the original transaction occur more than 180 days ago? That might explain the missing refund button.
If you clicked the transaction and do not see “Refund this payment” button. Then you may consider issuing a refund with a friends and family payment of the amount in full using the email address in the original transaction, adding a note in the transaction as to what the payment is for.
