I can't make payments to external websites but my bank cards are all verified

I have linked my bank cards to my PayPal account and I have confirmed them by putting a code sent on bank statement of $1.95 ,, I tried sending money to someone, it worked and I made an online payment of $7 it also worked but when I tried to pay for some other things using PayPal,, on checkout page it says that my account doesn't have a funding source and I have to add one and my bank card is shown grayed with a message that I can't use that card ,, so what is the problem and how can I get it resolved
