Being told I can't be verified when trying to send crypto (BTC) to an external wallet address.

At this point I feel like Paypal is lying about the ability to send crypto (BTC) to a wallet address. I purchased some BTC with the intention of transferring it to a wallet on my computer. I checked to make sure Paypal supported this feature before buying the BTC through Paypal and they claim they do. However, if you actually try this feature, you will end up stuck in a loop saying that Paypal is unable to "verify" you. Why did they have no trouble verifying me when I bought crypto and they extracted their fee for that transaction?
Here is exactly what happens:
I go to my Crypto under the Finances tab and I click the arrows to display the "Send" option. I click Send and choose to Send to a wallet address. I enter the long string of characters for the particular crypto wallet I am trying to send to and I click send. Then Paypal hits me with a "verification", saying they will send a text to my a code to verify this transaction. I click to proceed so I can receive this code, but the code never comes. In fact, the instant I click to proceed with being texted the code I'm immediately hit with an error that says I am unable to be verified and would I like to try another way to be verified? I click that I would and yet again instantly I am told "we are unable to verify you".
I see this is happening to a lot of people. Like, A LOT of people. In fact, it's happening to so many people, I'm starting to wonder if anyone has ever actually sent crypto to a wallet outside of Paypal. I'm starting to suspect this isn't actually a feature Paypal supports despite claiming they do.
It seems that my only option now is to convert the BTC back into USD (Paypal leeching a second fee) which is the only solution I've seen proposed that has worked for anyone. Which is crazy! I would have just signed up for a different exchange and bought the BTC there had Paypal not lied to me and claimed this was something they supported! This seems like a straight up scam, where Paypal is snatching a few dollars in crypto off of a whole lot of people because once you've purchased crypto here you cannot send it to an external wallet as claimed, so your only option then is to send it to someone else on Paypal or convert it back into USD and buy your crypto elsewhere.

exact same issue w/me. i’ve used paypal since 2003. Now i can’t be verified? only to send crypto?

Having this issue as well.. attempt to send out.. PayPal asks to verify me with a text sent code. plug in the code and it just hangs.
