From Georgia to Ukraine limitation

I'm from Georgia and trying to send the money to Ukrainian mail, I'm getting "Your account is not supported for this action. If you continue to encounter problems, please contact customer service." receiver claims that some customers transferred funds from Georgia without a problem.
Also I can't see any limitations or document requests in my account. Please help.
