Friends and Family payment to a local friend rejected

Trying to send a payment to a person in my hometown via F&F and getting this error message. I double checked the email address and all looks good. Appreciate any assistance

"The country you're trying to send money to can't receive this payment"

Do they have a U.S Paypal account?

Are they using a VPN and if so get them to turn it off and try again.

Do they have a business account?
