I received a transfer from a friend in euros from Kazakhstan to Latvia via PayPal, account to account. PayPal charged me a fee for this incoming transfer. Why?

The friends/family option is not available in every country. So if you OR the sender are in one of those countries (OR they didn't select that option when they sent the funds) then your payment would be processed as if it were a transaction for goods/services and incur a fee.
Advice is voluntary.
