Another user can't send me money via Friends option

Hello everyone,

another PayPal user can't send me money via "Friends" option. She says that when she sends money to any person for the first time, she can't choose how to do it, via "Friends" or "Goods" (it stays in default only "Goods"). But after one transaction she can choose. She is from Germany. 
This is the first time I've encountered such a thing. As I know, for some countries there's always available only the option "Goods", I had the same type of account in my homeland. After I moved to Germany and created a new account here, both options, "Friends" or "Goods", were available right after the registration, because for Germany both variants work.
Can the thing, which this woman says, be the truth?
The situation is that she sent me a sum, and a fee was withdrawn. When I wrote to the sender about it and asked if she used the "Friends" option, she immediately sent me the compensation of the fee, which was without a fee. So the first payment was made via "Goods" and the second one via "Friends". To my question about which option she used, she answered that she did it as she usually does 🙄

Why are you using the friends/family option against paypal rules to users that are not members of your family or close mates?

Are you trying to negate paying your paypal fees?
