I was curious if I could use the bank information (bank account # and routing #) on either my normal PayPal account or my Prepaid account to make my Capital One card payments? It registers as "Bankcorp" for the institution, however last time it bounced although the information was correct. Is this something I am able to do at all?

Yes you can I think
I have my Netspend account linked to my PayPal account and I pay off my Capital One Platinum Mastercard with my Netspend bank account.
And Netspend is part of Pathward which is similar to Bancorp.
Just my 2 cents

From the capitol one site:
--------------------------------------------------------------------------------------------------------------
Which of my Capital One cards can I use with PayPal?
Adding your card to PayPal from the Capital One mobile app or website is available for most Capital One credit cards, but it’s not currently available on all partner cards or debit cards. It may be in the future.

So based on what card it is, I guess that would be more of a capitol one question than a PayPal one. They don't completely and clearly tell you WHAT cards are allowed to be linked to PayPal, so you would have to ask them specifically.
You could try this:

I do currently have the card linked to Paypal, but that just acts as a wallet so I can more quickly access the card for online payments. I meant specifically for paying off my credit card using the Bankcorp institution. I spoke with a Capital One rep and they didn't have a firm answer on whether or not it would be accepted.
