withdraw to bank account no longer available

This evening I went to withdraw to my bank account as I have been doing for years and it says can't withdraw to the accounts only by debit card - have I missed an update explaining the thinking behind this ?

Also you haven't accidentally cancelled the direct debit set up with your bank for paypal in your online banking ?

The name on your paypal account matches the bank account?

You haven't had a failed bank transfer or negative balance at all lately?

Have you tried withdrawing via the app or vice versa?
