why transaction is not getting made

Hi 

I am trying to make an international payment to a person but the PayPal is not letting me to do so but my cards are enabled for making international payments and i have paid to this person before also and there wasn't any problem. the card is allowing other international payment via paypal but not to this person why and what should i do?

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues completing a transaction with PayPal. Has there been a recent issue with your receiver's account? I might recommend reaching out to them to make sure they're still able to receive payments. If they are, I'd recommend double-checking the steps in the following Help Center article: Why was my payment declined?
