why my paypal cant do payment to friends only goods and services

i just want to do transfer to friends.

but dont have option to choose transfer to friends or goods and services.

when i make payment, it shows that payment on hold.

how to solve it?

The friends/family option is not available in every country and don't think you have it where you are.

Any payments received for goods/services are subject to the new seller hold as per link below.
