why cant i make payment by family and friends

why am i not able to send money as family and friends? 

i am currently based in singapore and when i tried to make a transfer it shows payment by good services and it stated "You can only make payments for goods and services on your account. " 

how can i change this option to family and friends?

Sadly that option is not available in every country and unfortunately not in yours.
