why am i always charged paypal fee

i have Chime account and its debitcard, and Capital One account and its debit card.

When i send Friend to Frend, i'm always charged Paypal fee, when other people don't get charged for that fee sending F2F.

How is that so?

And when i try to buy Paypal Balance, i'm always having message : We’re having trouble with this transaction Try again with another debit card or bank account.

Can anyone help me plz

Friends/family is free funded from balance or bank account.

If you use a card then you pay a fee.

Funds have to be in the correct currency to be used and cleared not pending.
