unable to Transfer funds to my bank account

Anyone else as frustrated as I am with trying to transfer my pay pal balance to my bank account but I keep getting the error pop up page saying I am unable to be identified please try later. After I have answer the all the questions to clear who I am. I have called and called and called customer service over over over and it's gets more more frustrating for me cause the customer service person tells me that everything is set and my account is working and I can go a head and do the process over again. Knowing that it still tells me to contact them yet again and I have to go through this hole process yet again and again, and the normal worker I get don't understand what I'm trying to say. And when I ask them to transfer me to their supervisor they have a different sound in their voices. And I have said this over to them it's just they won't be able to do anything for me cause they're not getting what I am saying. It's not their fault I might be explaining it wrong or they don't have the right training for this question. But yet every customer service supervisor the past I have talked to told me the same thing but the last supervisor I talked told something different. That yes it maybe that it does require a 72 refresh boot but really I should probably wait untill a another 72 hours to try to process it again. This really blows my mind cause they can't over-write the program the systems. Or at least offer some can of credit each time or something at least
