trying to receive payment but declines

I can't receive money, I'm from Egypt i tried to request money from friends but it shows that the payment was declined on their ends,

my account is activated, i contacted my bank its fine and everything works and i got the code for my card and confirmed it and it should be working fine but it declines the money still any help please??
