"Send payment now" grayed out and unclickable

My "Send payment now" option is suddenly grayed out and unclickable, I cannot send money to anyone, I did not have this problem earlier today and succesfully sent money to someone, now I cannot even send money to that person. My bank account has more than enough money for the transaction I am trying to make (which is only 15€). This may be unrelated but the change happened suddenly after I tried to login into my account and for some reason Paypal asked me to solve CAPTCHAs which I never had to do before.

I understand that you are unable to send payment. I suggest you clear your browser cache, cookies and the try to send payment by following these steps. If you continue having issues with sending payment, you can also try these steps. I hope this information helps.
