payment was never accepted and reciever doesnt want it. does paypal keep it forever?

This was 6 months ago, paypal won't return it. Paypal claims the transaction was completed but that is not true. 

No way to cancel, because paypal shows it as "completed"   In the receiving account, it still says "money is waiting for you"

So does paypal just keep the $1600 forever?

Thank you for posting your question in the Community. I'm sorry to hear that you've been trying to resolve this issue for the past 6 months. Depending on the country the recipient is located in, they may need to complete our Customer Identification Program in order to hold a balance in their PayPal account. If they are having any trouble with that, I'd recommend that they contact our Customer Support team directly for assistance.
