i need to get my money back

i gave 50 usd to someone but he can't use it because he don't have his social security number and can't get it, and he can't give it back till he don't have his social security number. How can i have my money back ?

1. Go to your Activity
2. Select the payment you want to refund and click Issue a refund.
3. Enter the amount you want to refund.
4. Click Continue.
5. Review the information and click Issue Refund.
