i cant recive money from one currency converter site!?

Hello! I have this account from 2013 and i never used it, now i try to recive money from one currency converter site: https://magnatus.com/ and i cant, they told me there is problem with my paypay account(the reason is that I have never had a money transfer on my account), and that I should contact paypal support, they tried several times to send the money!?
