cannot send payments over £200 due 3D Security enhancement

i cannot send payments over £200 due to Barclaycard 3D Security enhancement - what can I do? Barclaycard say Paypal need to update - very frustrating as cant get hold of anyone to speak to at Paypal.  It means we cannot pay a lot of our suppliers moving forward
