Hi - I was trying earlier to make a payment via Paypal and I kept on getting the "cannot be used for this transaction error". I can confirm that the verified credit card linked to my PayPal account is working since I just made a couple of payments using it...
Anyone else experience this problem lately? I also tried contacting PayPal and haven't gotten a reply.
In our case, it was resolved by using the Confirm function for your credit card in yur account settings - this sends a small transaction to your credit card - look up that transaction on your bank online and you'll see a 4 digit code embedded in the description of the transaction - use that to confirm your card and it worked for us.
