can't get paid even after customer calls in

I do construction and recently been paid thru PayPal. The job is 100% complete. Customer even called PayPal to tell them that. I even sent my contract agreement showing PayPal they would never have to give a charge back or anything because of binding legal agreement with customer and way it is written. For the life of me I cannot get them to release my payment. I normally get 50% down for material and what not. I did this whole job out of pocket bought material paid my employees. Like what right do they have to hold money when my work is completed. I don't agree with it but understand a little bout why with people shipping stuff. But this is crazy. Is anybody or has anybody been in this situation and do u have any help to get money off hold?

I appreciate the suggestion but I did all that and they want me to wait which will in total exactly 2 weeks . The other thing is (I called in couple times) on 1 time when called they told me being new there was no way. I went back and forth with PayPal and all I keep getting is a run around. Like I said even had customer call cause supposedly there's a confirm receipt button on there end, and there isn't that's why they called. It sucks. Are they gonna pay my late fees on my bills. I was even told bout intangibles cause that's what mine was said seven days be released I'm on day 9 still missing over 8 grand. I just can't see it being legal to hold it that long wire transfers clear faster
