Sender needs a PayPal account in order to send money and yes, if they opened their own account account, they can link their credit card to the account and use it to send money.
How do I sign up for a PayPal account?
How do I link a debit or credit card to my PayPal account?
Kudos & Solved are greatly appreciated. 🙂

What I ended up doing was opening a business account on PayPal, using the credit card service, with the ability to write up and invoice, send the invoice to the customer I did work for and then they paid using their Visa. After I and linked my bank I was able to transfer the money into my bank. I was charged a small fee from PayPal but any CC card service used will charge so all in all not a bad option.
