Are you withdrawing to a bank account or debit card?
If its a bank account have you confirmed it?

Secondly have you set up the direct debit mandate in your online banking for Paypal?
Does the name on your bank account exactly match your Paypal account name?
Are the funds cleared and not pending or on hold and are they in sterling currency?
Have you withdrawn funds before?
If withdrawing to a debit card then have you confirmed it?

Does the billing address of your card exactly match your Paypal account address?
