Why won't ETSY accept payment by PAYPAL

Thought they did, but its up to the individual seller as to what payment options they offer at checkout on their auctions.

Etsy accepts PayPal but PayPal won’t approve the payment even though my account with PayPal is in order. When I spoke to the PayPal call centre they told me there was a block on my payment that couldn’t be manually overridden. PayPal was the only option given by Etsy.
