Why was my address not given to the seller when I purchased with Paypal?

Hi,
I purchased an item with PayPal, through a merchants website in Germany but unfortunately the item sat in customs for a couple of weeks and then went back to the seller in Germany. The merchant claims that I had failed to give the complete address and hence am at fault and liable for any more postal charges if I still wish to receive the item, they don't seem inclined to offer me a full refund either.
I have purchased hundreds of items with PayPal over the years from all over the world and never had this issue before, so why would PayPal omit my house number from my address on this purchase when it has never done so before and do I have any recourse please?
