Why is paypal using Ingo to handle checks?

I'm not sure why Paypal is using a seemingly disreputable company like Ingo to handle checks. Checks declined for no reason, Ingo customer service cannot be reached, Paypal customer service cannot provide any answers. I'm not sure that it's good for business for paypal to associate itself with a company like Ingo, if Paypal wants to be taken seriously as a banking option or bank alternative.

PayPal blind transferred my call to ingo customer service which is closed. Emails to ingo were returned mail box full! Ridiculous!
