I seem to be having a problem with clients who are paying with credit cards from out of state. I'm trying to figure out if it is a setting in PayPal (for some reason)or if this a problem with the clients institutions. This has happened multiple time and is very frustrating.

Hi, @BMLU28. Not being able to receive payments from certain clients is definitely a concern! I hope the following information is helpful.
There is no setting in PayPal that would cause out-of-state clients' financial information to be declined. PayPal doesn't distinguish between someone who is nearby your location versus someone from across the country. Having said that, PayPal's Security System does review every transaction (and all account actions), and transactions are declined if the System detects a problem or potential problem. This is one way out of many, many ways PayPal works to keep transactions as safe and secure as possible.
If someone is trying to send you a payment, but they get an error message saying the transaction has been declined or blocked or can't be completed for some reason, it's generally up to the sender to contact PayPal to resolve any issues, if possible. Some transactions simply cannot be processed by PayPal, however, and that's based on intended functionality, so that would not be something we can change.
If there is a setting in your account that's causing a problem, you would be able to change the setting via your Profile. Please log on and check your Profile for Payment Receiving Preferences and/or Seller Preferences or anything that might relate to receiving payments. Again, it's unlikely there's a setting in your account that would cause this, but it's worth checking out.
