Why is Family & Friends not an option in the UAE?

Why is Family & Friends not an option in the UAE? Bring a multi National expatriate community and a transient one, PayPal for me, was needed to help family & friends globally! This function isn’t here so PayPal is immaterial to me.

Quite a lot of countries where friends/family is not available at the moment including yours.
