Why force paypal payment agreement ?

Sure, there are some paypal agreements like phone bill, that I keep in place for recurring payments but there are other companies requesting the recurring payment agreement that simply don't need it and the only way to stop it is to manually login and remove the thing afterwards.
Why can't we stop that at creation point ?

I see you've questions about payment agreements in PayPal and you would like to not sign up for them in the first place. Usually, we sign up for these automatic payments during the check outs. You can check if there are any option during the check outs to opt out of the payment agreements. If you have accidentally signed up, make sure you cancel them both with PayPal and with the merchant so that you do not get charged again.
