Why am I getting blocked from making payments?

I have been blocked from sending money to friends. I live in the USA. I have a problem with sending money to friends in the UK and India? Does anyone else have this issue? It has been going on for over a week. I can send money to friends in the US, but not the UK or India. I can also transfer money to my paypal account from my bank. 

Also does anyone know the hours of customer service in the USA. Their customer service leaves a lot to be desired

The friends/family option is no longer available for receiving payments on business accounts.

So if your friends in India or UK have business accounts they would no longer be able to receive that type of payments.
