When I try to put 35 bucks on my card at CVS, it says, "Declined." Why?

When I try to put 35 dollars on my PayPal card at CVS, when the cashier swipes my card, it says, "Declined." Why can't l load the 35 dollars?

Welcome to the PayPal Community!! I'm sorry to hear you're running into some issues adding funds to your PayPal card at a CVS. This kind of concern is normally best resolved by reaching out to the Customer Support number on the back of the card. They should normally be able to review that attempt and advise a bit further.
