When I try to accept or decline payment it tells me I need to login again?

I have tried clearing my cache, cookies, and I have tried different browsers. 

When I click accept or decline it takes me to a new screen with red text saying "You must log in before you access this page." with my a spot to login below. So, I login once again and the cycle repeats.
