Welcome! Thank you for visiting PayPal's Community Forum. I'm sorry to hear you've run into some issues withdrawing funds from your PayPal account recently. I understand you've already tried turning off any VPN's and clearing your browser's history, cache, and cookies. Thank you for that information. Are you also currently in your home country? If not, you may need to wait until you're back home to attempt that transfer. 

If you are in your home country, and you're still running into issues after attempting those troubleshooting steps, and your bank account is confirmed, I'd recommend reaching out to our Customer Support teams for assistance.
