What if I got a refund and my card was locked and it did not go through? How do I get the refund

My card has recently been used by someone I did not know. Paypal refunded me but my bank locked my card because of the Unauthorized Transaction. Paypal refunded me when my card was locked and now I do not have the refund cash because all of them declined due to my locked card? How do I get my money.

That would be between you and your card issuer, normally the funds would go through if the card ACCOUNT was still open.
