What can be done if sender typos the wrong email address and PayPal won't cooperate in canceling or refunding transaction? Is there any legal recourse? Thanks!

Depends how you sent the funds.

Paypal can't force someone to send funds back from their paypal account.

So the first thing would be to reach out to the recipient IF its showing as completed and request a refund. If there was a fee deducted then offer to pay the fee out of the refund.

If that does not work then if you used the goods/services option you can file a dispute for item not received and as the recipient has nothing to send you then you should get a refund.

If you used the friends/family option then sadly you are probably out of luck as that would be a 'gift' payment and no one can force a recipient to return a gift of money.
